You see which of your Facebook friends is video-enabled at https://www.facebook.com/videocalling . Facebook Video Calling requires installing a Java JAR file (on a Mac in my case). If the person you try to video call is not video enabled (did not install the JAR file or on a mobile device), you can a somewhat misleading message seen in the screenshot above. I think Facebook needs to provide more informative error messages like “called party not video enabled” or “called party using an  unsupported device.”
